Kunming Housing Security Level Empirical Research

The reform of the urban housing system has been more than twenty years, and the housing marketability mechanism has been established, the individual consumption has become the main body in the housing market, but the mid-income and low-income group can not solve their house issues through the market. And the government help them with the housing security.The housing security level is not only the core content of housing policy,but also a critical component of urban social security policy. If the housing security level is too low,the basic living condition for most of the low and lowest income families would not be assured and may result in social instability. On the other side, if the housing security level is too high, the overmuch financial burden for the government may decelerate the economic development.Therefore, the backgrounds of social economy and housing market situation have to be fully analyzed before the decision of housing security level.This article tries to do some research on the level of housing security.First, this article summarizes the related theories on low-rent housing security, including housing filtering theory, Income-to- Housing-Price Ratio and so on.Second, this article designs the model of low-rent housing security, such as the measuring model of low-rent housing security stage and the effecting factors analysing model of low-rent housing security etc..Third, we can get some enlightenments from analysing and comparing the housing security experiences of the part of developed countries.Fourth, do some demonstration reserch on Kunming low-rent housing security level from the angle of supply and demand etc..The last, give some suggestions about the development of Kunming low-rent housing security level.
