War Period Loads To Solve The "three Rural" Issue

Resolving the problem of the agriculture, rural areas and peasantry correctly and rationally not only obtained the most people' s advocacy but also made the Border Region strong and built the strong foundation of the matter and people for the last victory.The thesis could be devided into three parts:Part I introduces the background of the the Border Region resolving the problem of the agriculture, rural areas and peasantry. Before the anti-Japan war, the rural economy of the Border Region appeared depressed and most peasants were oppressed by high rent and credit who could' t investigate the agriculture production, so the agricultural production was in a traditional condition. During the anti-Japan war, Japanese army did great damage to the rural areas and the rural economy in order to destroy the living foundation of the Border Region. At the same time, the Border Region encroached upon plagues of flood, drought and locust and the agriculture, rural areas and peasantry confronted more difficulty. Part II mainly probes into the measures of solving the agriculture, rural areas and peasantry:developed the agricultural production, made the rural economy prosper, lightened the burden of the persants. Recdvering and developing the agricultural production was the critical method of solving the agricultural, rural economy and peasantry, so the government of the Border Region launched the reduction of rent and interest, improved the agriculture technology, built conservancy projects, launched the mutual aid and cooperation, reclaimed wasteland, expanded cotton areas, planted trees, recovered and developed animal husbandary, granted agricultural credits and so on, which advanced the agricultural production. At the same time, the government of the Border Region adopted measures to develop rural handicraftindustry, promote rural commerce and transport service in order to ensure the provisions of productive and living matters for the army and people. Lightening the burden of the peasants was also an important measure, including lightening the burden of taxes, lightening the burden of the peasant labor, picking troops and simplifying administration combined with troops' production, arranging the finance and so on.Part III mainly deals with the rural changes:the class change of the rural society and the change of econom ical structure of the rural society.
