Huai Nan Zi synthesizes the good qualities of the Confucianist, the Legalist School, the Ying and Yang on the basis of Taoism and summarizes the New Taoism's political idea of Qin dynasty and Han dynasty in order to offer the feudal rule a theory to run a country and manage public security. The paper tries to elaborate these valuable cultural resources from the standpoint of Administrative Ethics.Huai Nan Zi 's Administrative Ethics thought mainly consists of four parts. Firstly, according to the Tao as ontological being and the theory of human nature, the writer established three Administrative Ethics principles. They were the management of inaction, the people to be the essential factor to the country and the fair and upright qualities. Secondly, the writer explicitly posed three Administrative Ethics norms which included the administrator must have morality and exert the sincere heart on the people, perform his official duties honestly and industriously, have broad-minded and generous merits. Thirdly, with regard to administrator's Administrative Ethics cultivation, the writer stressed the cultivation must be quiet and calm, keep being weak and modest. Lastly, the writer put forward two ideal objects of Administrative Management. One was the high and the low unite together with one heart and one mind. The other was the labor didn't practice fraud and officials obeyed the law.Huai Nan Zi 's Administrative Ethics thought takes in the positive spirits of Confucianists and makes Lao Zi's inaction management more perfectly. It not only reaches a certain theoretical depth but also has a certain practicing power. However, Huai Nan Zi's Administrative Ethics thought has its limits of history and class character. The main purpose of the book is to serve for the feudal ruling class and the book includes some scum of mysticism and idealism. We must study it with historical and scientific attitude; critically inherit its reasonable factors so as to make Huai Nan Zi 's Administrative Ethics thought exert the active function upon the construction of Chinese Administrative Ethics.
