The current society is a focus on efficiency and effectiveness of the society, and social management system as the national organization working to improve the efficiency of social development, while often neglect their own efficiency. State management of civil servants largely by the incentives, competition, security mechanism, risk mechanism, update mechanism, monitoring mechanism and other components, while the incentive mechanism is undoubtedly a very important part. In China, how to improve incentives for civil servants and how to build awareness of the importance of scientific and rational and effective civil service incentives currently before us is undoubtedly a major issue."PRC Civil Servant Law," the promulgation and implementation of civil service management will be incorporated into the orbit of the rule of law, the existing civil service incentive system can be divided into competition mechanism, remuneration mechanism, job rank advancement, performance appraisal system, exit out of the mechanism. However, in practical work carried out, due to the reasons for the political system, the cost of lack of economic concepts, such as the causes of the weak monitoring body of the system of incentives to promote the civil service is difficult to satisfactory.In this paper, the concept of civil service incentives connotation, the analysis of the existing civil service incentive mechanism, based on the comprehensive reference incentives of officials in ancient China, the Western incentives for civil servants, civil service incentives put forward a sound proposal measures.
