Government Purchase Of Urban Community Public Service: The Difficulties,and Ways Of Improvements

With the urbanization of our country progress,we face more and more problems of city in the 21 st century.Community as a living settlement for urban residents gets more and more attention from country and scholars.Government purchase of community public service is of great significance to the transformation of government function,the improvement of living standards of urban residents and the development of professional social organization.It has been indicated that the current social principal contradiction has been turned into the people's growing demand for a better life with the contradiction of unbalanced and inadequate development in The 19 th National People's Congress.The indication of the new principal contradiction increases the confidence of the government purchase of communication public service.Because of the regional characteristics and flexibility of the government purchase of communication public service,there are many problems in the progress.The dissertation adopts literature research method,comparative method,field survey method and interviewing method.It been attempted to define the implication of the government purchase of communication public service,to describe the dilemma of the government purchase of communication public service in the city of B,to analysis the underlying causes of the dilemma.With the guidance of the governance theory and the principal agent theory,the author attempts to put forward some improvement measures.
