As a kind of special commodity, not only does energy create strong impetus for the global economic and social development, but also pay an important stratigic role in the development and change of the whole world pattern. Energy administrative system is an organization structure which is set up for the energy field, manifested as a legal energy management agency and exercises the public power of energy management for managing the energy trading participants and their actions, it can greatly affect a country’s energy industry. A major reform occured in our country’s energy administracion system in 2013, but was saving many deficiency such as lower ranking, scattered management rights, overlapping fuctions and unperfect legal system, and finally can’t meet well the demands of the global energy structure transition and China’s economic and social development.Superministry is a kind of new govenment management model, enhancing administrative efficiency and reduce administration costs through transforming the government functions. In the long run, for the successful transformation of energy structure and great development of energy industry, China’s energy administrative system reform should adhere to the theory of the superministry, separate administrationfrom supervising, integrate the functions of energy management agency futher and set up high level, centralized and comprehensive energy management agency in the legalization background.Chapter One brings forward the question, some basic problems such as content and properties of energy, energy structure and development trend in the modren world are researched in this part, then describing the current energy situation in the whole and China and finally putting forward the proposition that we must make a energy administrative system reform.Chapter Two and Three are the problem-analysising parts, mainly using the methor of comparative analysis to describe, meantime, making recommendations on China’s energy administrative system reform in this part.The second chapter analyzes China’s energy administrative system from vertical angle. Starting with the meaning and the factors of energy administrative system firstly, then describing the administrative organization model, faction disposition priciples of energy management agency and several relations that the agency should treat, finally summarizing the history variance and analyzes the problems of China’s energy administrative system.The third chapter analyzes the national energy development strategies, energy administrative system and the relationship of the two, then gains good deals of the energy administrative system reform from it. This article chooses this three countries to compare with China is made with the following concern:America has absolute say in global energy field and it has functioning energy administrative system, we can learn a lot of good things; as with China, Russia is a country with rich natural resourses and it is also an energy superpower, there are a wide variety of energy resourses and abundant energy reserves in this country, its energy administrative system also lead the world; Similar to China, India is a developing country which has a large population, analyzing India’s energy administrative system will contribute to China draw lessons from same-level country.The fourth chapter is the innovative part of this article, it is also a "problem solving" section. Firstly, this part introduces briefly the problems of the super ministry and makes clear the background of the article; secondly, this part explores and prospects the further reforms of National Energy Bureau, analyzes the possibility of setting up energy department, finally discussing exploringly the further reform schemes of Energy Bureau.
