Research On Constructing Service Town Government

With the development of social economy and the improvement of people "s living standards, the social and political system has also been improved, which makes the people" s demand for public service and the quality of service have been increasing. Is the current situation of China’s society, "industry nurturing agriculture and cities support the countryside" is a prominent feature of economic society at the grass roots. In 2003, China put forward the development goal of "public service year", and the party’s 17th National Congress put forward a new goal:gradually changing to "speed up the administrative management system reform, building service-oriented government", the party’s eighteen more clearly pointed out: in the future, the goal of the reform of the administrative system is to "build a functional science, structural optimization, clean and efficient, people’s satisfaction service oriented government". The township government is the most basic level administrative organs, in the endings of our government system, is an important link between the state and the society, and the broad masses of peasants as close as flesh and blood, shouldering the responsibility for treatment of rural major administrative affairs, related to the success or failure of the new rural construction, of the comprehensive construction of a well-off society in an all-round way is very important. Therefore, the function of the government must be further changed, the construction and improvement of the service oriented township government needs is imminent.The main research content of this paper is based on the service oriented government as the research perspective, aiming at the difficulties faced by the township government, the reasons for the difficulties encountered, from the current situation in rural areas, the proposed effective measures and specific measures. This article mainly from five parts:the first chapter is the introduction, mainly from the research background, research purposes, research methods, research ideas and innovation points and so on. In the second chapter, the paper puts forward the concept of service oriented government, analyzes and explains the relevant concepts and core theories, and provides the basis for the follow-up analysis of the functions of the township government. In the third chapter, the paper expounds the practical situation and the basic meaning of the Service-oriented Township Government, and further reveals the outstanding difficulties faced by the Service-oriented Township Government. The fourth chapter, from the ideological understanding, administrative environment, financial system, the administrative system and other aspects of the service oriented township government to explore the causes of various problems.In the fifth chapter, the solutions to the problems of service oriented township government and the detailed solutions are described.Along with the continuous development of the new countryside and the improvement of farmers’ political evaluation level, the township government has ushered in the new development of administrative ideas and new opportunities, to change the government functions, to accelerate the pace of building service oriented government. I hope that this paper is to pave the way, causing more scholars to build service-oriented township government research.
