A Study On Government Responsibility In The Separation And Reform Of State - Owned Forest Industry

Since state-owned forest region was established, it has provided rich forest resources for our country, and protected the overall ecological security of our country as an important ecological barrier. Workers in these region have made great contributions to the development of the national forestry, and supported the productions of the country. However, with the continuous development of forestry resources, the system of state-owned forest region encountered problems and difficulties that are not compatible with the reality. Thus, the reform of industry-social separation in state-owned forest region was started in 1980s and 1990s. Taking the Great Xing’an Mountains Forest Region of Inner Mongolia as research object, the paper first introduces reform process of industry-social separation in state-owned forest region separation, trying to find problems and challenges encountered in the process of reform and explores the responsibility government shall shoulder in this process, thereby better promoting the reform.This study selects Great Xing’an Mountains Forest Region of Inner Mongolia as an example of case study, which consists of five parts including introduction, the system of state-owned forest farm and general situation of Great Xing’an Mountains Forest Region, reform process and the measures of industry-social separation led by the government, problems existing in the reform of industry-social separation in Great Xing’an Mountains Forest Region and influences of these problems, the responsibility of the government in the reform of industry-social separation in Great Xing’an Mountains Forest Region and adjustment suggestions of responsibility of government, forest farm and community. The paper first analyzes Great Xing’an Mountains Forest Region of Inner Mongolia, explores government responsibility in the process of reform of state-owned forest region, and puts forward some countermeasures and suggestions to adjust responsibility of government in charge of industry-social separation, forest region and community with a view to serve as a reference for reform process of state-owned forest region.The introduction mainly elaborates the research background, research significance, domestic and foreign research review and related concepts and theories. The first chapter to the fifth chapter is the main chapters of the thesis. The first chapter introduces the system of state-owned forest farm and general situation of Great Xing’an Mountains Forest Region, which is the background of the research. The second chapter introduces reform process and the measures of industry-social separation in Great Xing’an Mountains Forest Region. Understanding of specific initiatives taken by the reform of state-owned forest regions can help discover problems and then the paper analyzes the responsibility of government in the reform process of industry-social separation in Great Xing’an Mountains Forest Region, which is the main contents of Chapter3 and Chapter4.In the fifth chapter, the paper puts forward the adjustment measures on the basis of analyzing the problems in the process of reform and government responsibility, in order to play a reference role in the whole reform process of state-owned forest regions.
