Research On Government Performance Appraisal Of Yichun State-Owned Forest District Based On GEP Accounting

Since the 18th CPC national congress,China has taken coordinated economic and social development as the core of phased governance.Under the influence of the concept of ecological environment protection and sustainable development,China's grass-roots government has gradually changed the governance model to adapt to the governance priorities of economic and social coordinated development.After the comprehensive promotion of the natural forest protection project in northeast China,the sustainable development of economy and society is considered as the ultimate goal of the reform of the management mechanism and the upgrading of the industrial structure.It is difficult to match the traditional model of government performance measured by GDP with the current orientation of government governance transformation emphasizing social benefits,especially the value measurement of state-owned forest areas.Based on the characteristics of ecological contribution of China's state-owned forest areas,its ecological value is much higher than its economic value.The transformation of government performance model is the key to excavate the ecological value to the maximum extent,avoid taking single economic value as the measuring factor,and comprehensively consider and accurately measure the value of forest area.So,this article in yichun state-owned forest ecosystem GDP measure,through the formulation of yichun state-owned forest ecosystem of gross measure system,will be fully into the life of state-owned forest ecological factors of production to the government performance system,and realize the comprehensive consideration of yichun state-owned forest region's economic and social value.Based on this,this paper combines qualitative and quantitative analysis,literature analysis,comparative analysis,induction and deduction,and under the guidance of sustainable development theory,ecological civilization construction theory,new public management theory,etc.In state-owned forest region in heilongjiang province,on the basis of interpretation of the present situation and problems of government performance,overall discusses the orientation,evaluation subject,evaluation basis,evaluation method and evaluation result,from the GDP oriented performance way too,the traditional government performance evaluation mechanism to ignore social benefits,the recovery of state-owned forest development progress too slowly,and affect the long-term development of the forest planning process for the current government performance evaluation of state-owned forest problems to explore and attribution.Based on the above problems,this paper attempts to design a gep-based government performance evaluation system for state-owned forest regions.Under the influence of the overall evaluation framework,evaluation index system and principles,performance method and evaluation path,and evaluation effect assumption and prediction,the gep-based government performance evaluation system for state-owned forest regions is designed.To improve the measuring accuracy of the index system and features,this article will clear forest region government performance evaluation objectives and methods,establish a perfect forestry ecological civilization construction stages index,perfecting the evaluation system of GEP and optimize accounting methods,establish and improve the government performance evaluation and the feedback system as GEP accounting system under the optimization countermeasures of forest region government performance system,and the policy support,organizational support,technical guarantee,the personnel safeguard and ensure the material as a safeguard,comprehensively promote the yichun state-owned forest region GEP under the accounting system to optimize forest benign operation of the government performance system.
