With the development of society and economy, people are living longer and longer, aging population is becoming a worldwide problem today. China had entered the aging society in 2000, and then the aging population increased year by year. As the elderly population increasing, supporting problem has attracted wide attention. In the traditional supporting mode, family members provide unpaid care for the elderly. Adult children are main providers of the family care. But with the development of our economy and the change of family structure, more and more old people cannot get family care from their adult children. That is, family care gap continues to increase. Taking Beijing as an example, this paper estimates the number of elderly who failed to get daily care provided by their adult children in Beijing from 2006 to 2014. In 2014, about 1.09 million elderly of registered population failed to get daily care from their adult children in Beijing. If considering the floating population, the data is 1.1835 million. In fact, the elderly population who need social support is much larger than 109 million. This paper also forecasts elderly population who cannot obtain daily care provided by their adult children in Beijing from 2015 to 2020.By 2020, it is about 150 million old people. Accordingly, this paper analyzed social services for the old in Beijing from 2006 to 2014. By comparison, this paper finds that the number of the present home care services and institutional care services in Beijing cannot cover the family care gap. And the structural problems of social services for the old in Beijing need to be reformed by the supply side. Then, this paper analyzes the policies of social services for the old in Beijing and draws lessons from domestic and foreign experiences. Finally, this paper makes conclusions and puts forward a series of policy suggestions.
