The Study On Community Home Care System In Shenyang

Aging of population has become a strategic problem which has a profound impact on the economic and social development of our country. The key of solving the problem is to establish a social services system for the elderly that should meet the needs of the country and the objective demand of our aging population. Because of the changes of family structure, traditional family supporting and institution endowment are not able to meet the current situation of aging population and the needs of the elderly as the aging society comes. The development of community gradually made it as the supporter of a variety of services. In this circumstance, the service for aging at home is becoming increasingly important.Based on the theoretical analysis, this research aims at studying11communities of Shashan Street, Heping District of Shenyang. Learning from related research results and theoretical knowledge of the services for aging at home both at home and abroad, this research analyzed the development, the problems and what caused the problems. After generalizing the current situation of services for aging at home in communities of Shenyang, the number of aging people, the situation of aged services and experiences of development of community of Shashan Street, Heping District of Shenyang were analyzed emphatically. At the same time, many problems of this community were raised, then leads to three reasons that constraint the services for aging at home system of Shenyang. They are: the loss of the dominant role of government, unsound operating mechanism of marketization and the lack of long-acting mechanism of human resource management of the services for aging at home. In this research, many well-established services for aging at home in Shanghai, Xi’an, Changsha and in other cities are used for reference, many useful experiences for Shenyang are summarized based on analyzing the development of services for aging system.At last, the actual needs of aged people were known through the survey of the services for aging at home of the Shayang community and Heping community. Quantitative analysis of the needs of elderly’s influence on choosing elderly’s support pattern by using logistic-regression models, and a project about completing services for aging at home system were made. By establishing logistic-regression models, a deep analysis of quantitative indicators by questionaire was unfolded, and then formulate a project which is suitable for the situation of the services for aging at home in Shenyang, and also assessed the expected effect. Subsequently, there’s an analysis of the feasibility of the services for aging at home of the communities in Shenyang, it is useful for future direction and the publishment of relevant measures. So that, the research conclusion was proposed and the countermeasures and suggestions of completing services for aging at home system were also summed up.
