The qualified personnel are the most important resource of the enterprise. The managing personnel are one of the most important elements which influence the development of the privately owned science and technology enterprise. Having analyzed the situation and condition of the enterprise in the world, the author has found out the existing problems of the managing personnel in the Chinese privately owned science and technology enterprise, the author has expounded and proved the innovation mechanism of the managing personnel in the privately owned science and technology enterprise with the use of dialectical materialism and psychology. The countermeasures to deal with the innovation mechanism of the managing personnel has been raised in this paper. I.
