The competition between modern enterprises, in the final analysis, is the competition for talents and for comprehensive quality of human resources. As petroleum enterprises, whichwere of serious planned economy and called "The Economic Lifeblood of China" historically, with the integration of world economy and China WTO entry, the political, economic and cultural environments have changed deeply, how to adapt to the new changes and to master the key to enterprises human resource development and management, to establish a scientific and reasonable staffs performance appraisal system, so that we can set up rationally, develop and manage effectively the enterprises human resource, arouse the stuffs enthusiasms, initiative and creativity, improve their competence and creativity, it is much important and realistic.On the basis of research and making a summary of present theory of performance appraisal system of Shengli Offshore Petroleum Development Company, the paper lists its existing problems and shortcomings; Using the theory of modern enterprises human resource development and management and the experiences of staffs performance appraisal system of successful enterprises, makes a proposal on establishing the model of staffs performance appraisal system, such as principles, essential factors, determination of difficulties, factors and rationing statistical mathematical model and basic frame of staffs performance appraisal system; On another occasion, determines the main body of performance appraisal system, puts forward the relative implementing ways, steps, feedback of appraisal results and has launched a pilot project. At last, the affecting factors of performance appraisal and improving measures to reduce the deviation are given in this paper. This has settled the ground for the implementing the offshore stuffs performance appraisal system in offshore petroleum Development Company.During the writing, information collecting, enterprises survey, interview, investigating by handing out the questioning papers and writing realistically with stuffs are used in this paper, the author also ask experts for advice on relative technological data. Enterprise persons in charge of human resource management are invited to be guiding teachers so that theory research can be integrated with actual situation. Thank teacher Zhang Li Hua's help for the determination of theme, the application of theory and research ways in the paper. Thank those teachers help for instructing and helping in specialized knowledge and professional work during finishing this paper.
