Chinese Government Policy Implementation Capacity Study

Government capacity is the basis for government fulfilling its duties successfully. In government reforms, adjusting government's power structure, transforming its role and reducing its scale can not be accomplished at the cost of weakening its capacity. Government capacity is composed of many capacities, while policy capacity is comprehensive embodiment of those. Because of government's own function, government capacity of policy implementation is the lifeline and core of government capacity. In this essay, from the view of the science of Public Administration and Politics, a tentative attempt is made to probe into such questions as the definition and function, development history and present situation, facing problems and cause of formation of contemporary Chinese government capacity of policy implementation. Furthermore, some suggestions and counter measures are made for improving contemporary Chinese government capacity of policy implementation.The structure of this essay is as follows:Part one discusses the definition, status and role, influencing factors and evaluating standards.Part two reviews the development history of contemporary Chinese government capacity of policy implementation, and makes some concise appraise for the characteristics of government capacity of policy implementation in different historical phases.Part three analyses the present situation, facing problems and causes of contemporary Chinese government capacity of policy implementation.Part four makes some suggestions and counter measures for further improving contemporary Chinese government capacity of policy implementation.
