Study Of Administrative Examination And Approval System Reform

The key point of the administrative approval system reformation is to break with the old system and establish new scientific system to meet the requirement for the development of socialism market economy.Based on expatiating concepts of administrative approval and administrative approval system, this paper is to study the changes of the administrative approval system of China, to analysis the rationality and limitations of the administrative approval system, to study the deep reasons that make the administrative approval system ineffective. By summarizing the administrative approval system reformation of China, to find new problems existing in the reformation. Moreover, some suggestions have been made for the reformation.This paper consists of five parts. The first part is to expatiate concepts of the administrative approval system and organs. The second part is to study the changes of the administrative approval of China from the angels of economic system and administrative system. This paper indicates that the administrative approval system of China is divided into two periods, to show that the administrative approval system is changing with the development of the society. The third part is to analysis the advantages and the limitations of the administrative approval system. The paper points that the base of the administrative approval system is to remedy the defect of the market. By exposing the disadvantages and harm, the paper studies the deep reasons that make the administrative approval system ineffective. These reasons are the conflicts between the management pattern of planned economy system and the market economy system, the conflicts between the administrative approval system and WTO rules, the conflicts between the expanding power of administrative country and founding the limited government, the conflictsbetween the rent-setting and the rent-seeking. The fourth part is to summarize the administrative approval system reformation of China. The paper summarizes the current situation, the achievements and the problems existing in the reformation. Lacking systematic theoretic base, the relation between quantity and quality and the corresponding measures are the new problems. The fifth part is to put forward reform measures in accordance with the problems existing in the administrative approval system. It is indicated that the orientation of the reformation is accord with market economical requirements and WTO, to change the function of government and to control administrative power. It is indicated that the specific measures is to definite the scope and standard of the administrative approval scientifically, to build new system, to develop intermediary organization and to use the experience of other countries for reference.The innovations of this paper: to indicate preparing procedure and supervising procedure; to put forward new system in the reform measures.
