Perspective Of Corruption From The Institutional Analysis: Problems And Countermeasures

Institution is an outcome and also a symbol of human civilization. It is developing continuously with the evolution of human civilization. For institution is closely related to every aspect of human social life, so the institutional reality concerned with this social phenomenon, the institutional causes leading to this social phenomenon and the way used to solve social problems by institutional reform must be studied.The theory of institutional analysis emerges as the times require just to meet such requirement of social study. As a methodology of analyzing social phenomenon from the angle of institution, the theory of institutional analysis is mainly used to find the institutional causes leading to certain kind of social phenomenon and to study how to solve the problems which human being face by institutional ways.The theory of institutional analysis is put forward in the paper at first. The main malpractices produced by corruption are discussed after the brief introduction of the present condition of corruption in our country. Meanwhile, the institutional causes leading to corruption phenomenon in our country are analyzed in detail by the theory of institutional analysis. Then the designation of counter-corruption institution is analyzed theoretically in two aspects: the value view of public management that is the prerequisite of institutional designation and the situation that is the basis of institutional designation. Points that should be paid attention to have been put forward in the creation of counter-corruption institution after introducing institutional measures of counter-corruption in our government and international society. Furthermore, concrete institutional measures of harnessing corruption are designed in the following three aspects: preventive institution of harness corruption, exposing institution of corruption phenomenon and punishment institution of corruption. At last, realization approaches of counter-corruption institution are discussed and limitations of institutional methods of counter-corruption are analyzed.The theory of institutional analysis runs through the paper. It can be found from this article that the method of institutional analysis is one kind of efficient theoretical methods to analyze social phenomenon and also a kind of efficient ways to solve corruption and other social problems.
