Performance Management System (PMS) is one of the most important parts of Human Resource Management (HRM). In recent years, with the increasingly wide spread of Performance Management (PM) ideas in China, PM was being received more and more regards by enterpriser. Many enterprises spend a lot of manpower and money in order to build and perfect PMS as soon as possible. Even some enterprises invite outer force-consulting companies to help them build PMS. However, to our regret, the implementary effect of PMS in the majority of these enterprises we' ve mentioned above is not good. As a result, it becomes an important task for enterprise supervisors and researchers to explore an effective and doable way to carry out PMS.The paper expatiates the issue of how to build the PMS from the angles of position, environment, and techniques respectively, mainly by a joint method of case study and the reference research. The paper has a research on PM by applying the System Theory of modern management and putting the PM into the enterprise' s management system. Hence this paper gets out of the traditional concept of "discussing the PM by HRM and even by the PM itself. "As far as the humble author is concerned, articles studying the PM systematically from the three angles mentioned above are still rarely seen in the domestic research domain. So this paper can be considered as a helpful exploration, and the author wishes it could function as a reference to those enterprises which are ready to constitute or are implementing the PMS.
