When the economy is developing speedily in China and becoming global of the world, the IT in China is increasing very fast contrast to decreasing in another country. But it is going to be in the margin of wild market competition. The Mobile Communication Company is the subsidiary company of the CMCC which is the 287 of the top 500 companies with the largest communication net and the most customers of the world. And now TJMC is facing the speedily variety in the mobile communication market and challenge from the opponent is becoming very distinct. It is high time for TJMCC to make a strategic plan fitting for its operation to support the development.The methodology having been practiced by the Stanford University for 20years is used in this research. The methodology mainly consists of strategic planning and quantitative analysis model. On the base of the operation and management practice, tools and methods of this methodology can be innovated in application and the strategic management system is going to be founded.With the system of strategy management, the interior and exterior environment which TJMC facing and possessing can be analyzed deeply and detailedly. Directed by the CMCC's strategy, medium-term goals and decision-maker's ideas of TJMC, the thought and alternatives of TJMC three years strategy have been formed. After analysis and comparison with the quantitative analysis model, the value choice can be made, and the pilot market developing strategy can be decided finally.With the direction of the pilot strategy, TJMC will enrich the content of it and draw a feasible strategic plan, then innovate the market tactics, assign resources effectively, optimize organization structure, in order to establish the core competence advantage. The market strategy will be the guild of building a work frame for the future and the road map for the competition. Ultimately the company value will be maximized.
