Government's image, the unity of subject and object, refers to the reflection of government's image as administration's subject in the public. It contains three core elements: government, the public and the course of recognition. Good government's image is the source of legality and authorities, base for political agreement and stability of politics, key factor for government to carry out policies and indispensable force for the development of economy. It can contribute to the improvement of social moral standard and construction of the culture. Globalization is a chance as well as a challenge to developing China, especially nowadays. Government must change their belief and deepen reformation. It must build a government's image existing under a developed legal system. The government must be open, efficient and transparent. Only by this way can the government be made to force the society move forward with efficiency.This article starts with the characteristics of government's image and emphasizes on the ways of modeling government's image in China on the base of analyzing the current situation of government's image home and abroad. It spreads up from five aspects: setting up new administrative perspective and building government for service; exerting administration legality and making government responsible; perfecting communication between the government and the mass and improving administration's transparency; strengthening the government's construction and doing away with corruption; enhancing the public relationships and erecting good government's image. This article attempts to study Chinese government's image under the globalization, so that a system of modeling and evaluating government's image can be achieved.
