After over 20 years of reforming and practicing, government management of building trade is getting rid of the influences of planned economy. Market oriented government function starts to emerge. Management system of building trade, adapted with the market economy system, is initially built. The driving force of system reform is from inside before-the need of socialism market economy system. Now the pressure of joining WTO becomes the outside driving force. There is a transitional period. The innovation process during this period will decide to what extent the management system of our building trade can bear the impact and pressure brought by WTO. This article discusses innovations in Chinese building trade from both theory and practice sides to contribute in some way to the research and practice of our building trade.There are three parts in this thesis. First, it analyses the current situation and existing problems of building trade management system. Second, it discusses the reasons, time background and driving forces of innovation and points out the enlightenment to our system innovation based on the research and comparison of foreign building trade management systems. Third, it submits the basic innovation ideas about building trade management systems. The innovation theory is that rules innovations create system changes and the changes must comply with WTO principles. Based on the above analysis, the way of innovation in construction system is discussed with emphasis in this thesis. An innovation structure is designed according to the characteristics of current national building trade. The structure is taken as mind innovation of building trade, price system innovation of building trade and management system innovation of government engineering.
