The urban-rural dual economic structure shall cause the distinctive cultural development between the urban area and the rural one.In the age of Internet,those differences will be embodied as urban-rural "digital gap" issues."Digital Gap" can be shown as three "gaps",including "access gap","application gap" and "knowledge gap",of which "knowledge gap" is the nature of digital gap,referring to various groups’ access to the internet and capabilities of self-learning.Such difference may eventually externalize as various abilities of accumulating wealth and achieving social status.Three issues of "Digital Gap",including access to internet,using internet and self-development by internet,are closely connected with the right to cultural development to participate,promote and share the cultural development.It shows obvious distinction in such areas as the internet equipment and environment,internet knowledge and techniques,and absorbing and learning by the internet.From the perspective of cultural development,those can be stated as the unequal chance,imbalanced environment and uneven distribution of achievements with relation to the cultural development.The residents in rural areas have been facing severe challenges to their cultural development right in the respect of internet.China has been devoting efforts to protect peasants’ cultural development right to step over the digital gap from the legal,macro strategical and practical ways while the digital gap still faces serious problem.The United States and Britain have richer experience in bridging"Digital Gap",which can be reference to our practice.In order to break urban-rural "Digital Gap",it is required to put forth effort from legal,strategical and practical sides,to pay mutual attention to "access gap","application gap" and "knowledge gap" and to make sure"the government" and "the corporate" take collaborative responsibilities,which is to offer respective analysis and solutions from the multi-agent,multi-level and multi-angel views.
