Study Of China's Western Region Development Of Rural Credit Cooperatives

The Rural Credit Cooperative (RCC) of China's West plays a pivotal role in the tasks of resolving the problems of rural economics. Also, it offers great performance in the development of agriculture of China's West.However, because of various reasons, the rural credit cooperative of the West shows bad economic viability. The cases lie in many sides: the financial risk is great, the benefit is poor, the source of capital is strait, historical debt is heavy, management system is unsound, policy performance turns aside from correct, the knowledge level of employee is low.There is no RCC in Tibet. So, except Tibet, all the provinces of China's West have turned into the experimental unit of reform of the RCC since August 2003 and August 2004. During the reform of the experimental units of China's West, there are also many problems unresolved. To go forward or to drop out, they have been the anguished choices for the RCC in the experimental units.What course should be followed for the RCC of China's West? The past research always tries to find reasons from the financial system of country, and seldom pay attention to the RCC of the West. No development of the RCC, no development of the West. Currently, almostall the theories of finance are macroscopical or microcosmic, but the research of the RCC of China's West exists just between the two degrees. Many theories of finance from western economists may not reasonable for the developing China. Further more, most financial theories ( i.e., theories and experiences about stock, futures, bonds) of China can't be used directly in the research of China's West which is relatively occluded and poor.I try to analyze the RCC of China's West from the aspects of history, economy, property right of countryside earth, culture, and financial condition. Many analysis measures are adopted: to determine the nature and fix quantity, to combine the history and actuality, to analyze the fact by logic, to combine induction and deduction. In order to explore the reform and development of the RCC of China's West, research is on the base of large data, and domestic or abroad theories.Three aspects should be focused during the reform and development of the RCC of China's West: to give attention to both political and commercial goals at one time is not reasonable; the reform modes should be various according to different facts; match measures of reform should be accumulated positively. The match measures include many aspects as follows: to consummate property right of earth, which provides pledge to farmers and reduce credit risks; to push forward the reform of property right system of the RCC; to build continuous support system ofgovernment; to establish and consummate the laws and regulations of the RCC; to push forward positively the whole reform of countryside finance; to build agriculture insurance mechanism and countryside surety mechanism; and to regulate and accelerate the folk credit.This thesis aims to appeal to analyze the problems of the RCC of China's West from the backgrounds of history, economics, property right of countryside earth, culture and financial conditions. Further more, the thesis focuses on provide some references for relative departments to research and work out policies for the reform of the RCC of China's West.
