Some information show that China is one of most serious countries that natural calamity occur frequently with a maximum pecuniary loss. Natural calamity causes twenty thousands person death every year. Direct pecuniary loss is as high as the 1/4 to 1/6 of national financial income. China has entered crisis era. The appearance of public crisis with erupt serious have affected the normal running of society. The government and society must implement crisis management to deal with crisis. This is the important responsibility of government. Since reforming and opening up to the world, our government has handled many crisis incidents successfully that have accumulated more experience.
