The Current Township Grass-roots Power To Face The Plight Of Rational Thinking

Attaching importance to agricultural, rural and farmers' issues has been our party's persistent strategic guideline. Ever since the party's 16^th congress, Agricultural, rural and farmers' issues (hereinafter referred to as "three issues") had been brought to the top of Central Committee's agenda. Especially recent 3 years, CPC Central Committee launched three No. 1 official documents regarding agricultural, rural and farmers' issues to elevate the issues to the height of the overall programming of our party and people's cause development. The issues have become the focus of our party's work during the new era.President Hu Jintao pointed out that, agriculture is an important factor of our economical foundation, the country can't be prosperous without farmers' affluence, and rural stability is important to public security. Currently, the agricultural and rural causes are in a tough stage of elevation, fragile rural infrastructure, backward rural social cause development and enlarging income gap between urban and rural residents are key problems. One important solution to the "three issues" is to enhance township regime construction. Township government is the lowermost regime in the current governmental constitution, and is an important bridge and link between the people and the party and government, hence, township regime construction is the frontier and key points of our reform and development. The policies and measures regarding to the "three issues" launched by government will be ultimately fulfilled by township regime.
