The bureaucracy refers to the state personnel's leadership style and the work style which is an organizational structure because of the power distribution system centralized the obstruction of information dissemination, the separation of collective and personal interests and the lack of supervision of activities. The opposition of the bureaucracy is a major problem which all countries are facing in modern times. Mao's thought against bureaucracy, which is formed in the course of the construction of the party, of the people's army and of the state power, is the theory about the members of communist party and the government officials maintain forever the political nature of a servant of the people, persist the aim of serving the people wholeheartedly and maintain close ties with the masses. Mao's theory and practice against bureaucracy has strengthened the party and people's relationship, the construction of the party and state power, thus promoted the development of the socialist economy and culture, which is of great significance.Mao's thought against bureaucracy is the product of the Marxism and concrete practice of the Communist Party of China against bureaucracy, and its formations, like any other form of scientific ideology, all have the origin and the objective condition. Proletariat revolutionary teacher's thought against bureaucracy is the direct origin and basis of Mao's thought; Traditional Chinese thought is the historical origin of Mao's thought; The practice of China's revolution and construction has provided the reality basis for it; The formation of the privileged bureaucracy of Soviet Union and the political power bureaucrat also causes Mao Zedong to be prepared for danger in times of peace and take preventive measures.The main contents of Mao's thought against bureaucracy include the following four aspects. Firstly, Mao's profound understanding of the nature and the performance of bureaucracy. The bureaucracy in Mao's eyes is a very broad concept. Fundamentally speaking, he thought the bureaucracy is the detachment from reality and from the masses, on the superficial, to pursue personal interests and acting as an overbearing official. He recognizes the bureaucracy as one kind of bad style. Secondly, Mao's elaboration of the harm of bureaucracy . Mao Zedong abhors the bureaucracy, he thought the bureaucracy has violated the fine tradition of party's application theory to reality and of closely contact with the masses, has ruined the party's spirit, also has a worse influence on the common social practice and the social convention; The bureaucracy has destroyed the closely relationship between the party ,government and the people, has violated the party's purpose of serving the people wholeheartedly; The bureaucrat posed as society's masters, has departed from the principle of people's sovereignty, has undermined the people's rights as masters of their own affairs; The bureaucracy has hindered the development of the cause of revolutionary and construction. Mao Zedong always maintains a high degree of vigilance to the bureaucracy. He regarded the struggle against bureaucracy to the future and destiny of our party and our country, from the strategic perspective to understand. Thirdly, Mao's in-depth analysis of the causes of bureaucracy .Mao Zedong believed that the deep ideological root of the bureaucracy is arrogant and bourgeois ideology, the system reason is that the socialist superstructure and the economic base are both compatible and unsuitable; the realistic foundation is the reality of the existence of bourgeois right. Fourthly, Mao Zedong thought of the way to prevent and overcome bureaucracy. The first method is to strengthen political and ideological work to eliminate its ideological roots, and then mobilize the masses to engage in political movement. Mao Zedong theoretically has proposed that people must manage the superstructure, and initially realized the shortcomings of China's management system, proposed the task of building a system of organization. Finally Mao Zedong proposed a method of limiting and eradicating the bourgeois rights to eliminate the realistic foundation which the bureaucrat class exists.There are two opposing trends of Mao's thought against bureaucracy, one is the correct trend, another is wrong. The correct trend is that he thought the reason of bureaucracy is the contradiction of the socialist superstructure and the economic basis, thus the correct method to overcome the bureaucracy is to reform the party and the state leadership system so that the people can manage their own superstructure. The wrong trend was he has stepped onto a way of a social class to oppose another social class against bureaucracy. Mao's thought against the bureaucracy both has the significant theory value and the practice value, and inevitably has the historical limitation. He emphasizes on the construction of ideology and work style, neglects the construction of system; he emphasize the mass movement, ignores the legislative work; he focuses on the class analysis, confuses the two types of contradictions; he emphasizes on personal authority, ignores the collective leadership. After the Third Plenary Session of the 11th CPC Central Committee, on the basis of inheriting Mao's thought against bureaucracy critically, how to correct the understanding of the socialist bureaucracy theoretically and how to oppose bureaucracy more effectively in practice, the second and third generation collective leadership actively explored and developed Mao Zedong Thought against bureaucracy.
