Network In The Public Domain And The Legitimacy Of Public Policy

Public policy can be recognized only when it possesses validities,otherwise, public policy in our country is puzzled by the crisis of main body legitimacy, the crisis of procedural legitimacy and the crisis of the value legitimacy. The Network Public Sphere that citizens participate in Policy Making through democratic procedure, and then estimate the public policy can resolve crisis of legitimacy of Public Policy. The thesis reviews the actuality of the Network Public Sphere in our country by the analysis of cases and data. And although the thesis thinks that the Network Public Sphere in our country achieves universality of main body, political criticism and rational discussion, at the same time, it advances the development of the legitimacy of public policy in some extent,there are some limitations in the Network Public Sphere clearing up the effect. In one words, under the situation that the development of the Network Public Sphere being not perfect, we should promote it effectively, finally, the Network Public Sphere supports the Legitimacy of Public Policy.
