On India's China Policy After The Cold War

As China's largest neighbor in Asia,India adjusted its foreign policy towards China and regarded developing relationship with China as its priority according to the international and India's domestic changes after the Cold War, which caused positive influence on the bilateral relationship and attracted the world's attention.. Nowadays many scholars began to study India's policy towards China and achieved much.By analyzing and comparing the changes of their policies between different Indian governments on the basis of available studies concerned, this paper systematically elaborates its background factors, the process of its development, the restricting elements and the essential characteristics , and also makes some study on its influence and effects on Sino-Indian relations.This paper is divided into 4 parts.Part 1 is mainly about the background factors for the adjustment of India's policy towards China.The adjustment is historically inevitable to some extent. Departing from the 3 dimensions of international changes, Indian domestic changes and China's foreign policy shifts, the paper points out that the adjustment is the inevitable results of international political changes and globalization development, the essential needs of Indian home economic reforms,and the"out-flowing effect"of China's"friendly-neighbor"foreign policy.Meanwhile, the factual and potential sharing interests between the two nations are also driving forces to the adjustment.Part 2 mainly elaborates the adjustment and shift of India's policy towards China, which mainly embodies in the policy of laao Government,Vajpayee Government and Singh Government. L Government abandoned the cold-war thoughts, and ,especially in the territorial conflicts and bilateral relationship normalization, boldly broke out the restrictions of India's traditional policy towards China and made alleviating policy, pushing the two nations'relations to the right way. W Government adopted absolutely different policy towards China in his two periods in power. During his first period, he made alien policy to China and acclaimed"China Threat",which seriously harmed their relationship. In his second period W shifted his former policy and come to strengthen Sino-Indian relationship and made great breakthrough in"Tibet Problem". Singh Government in 2004 continued the positive parts of the succeeded ones. He took great actions to strengthen the collaboration between the two nations and strived for new development and breakthrough. His great achievement is that the two nations has built up the"all-round strategic collaborating partnership"; China's becoming the focus of India's"Eastward Policy"showed that Singh Government hoped to consolidate their reations.Part 3 accounts the positive influence coming from India's policy on China. To great extent, India's policy towards China decide the direction of Sino-Indian relations'development. Therefore the study on India's policy towards China and that on Sino-Indian relations must be unified. Seen from the developing process of the relations, the achievements are mainly in the following aspects: For the territorial conflict, the solving methods and keeping peace and stability in the actual controlling line area are decided, and many talks and negotiations have been held. For Tibet problem, India alleged that Tibet's sovereignty belongs to China, and Indian government promises that it doesn't allow Dalai Group to take illegal actions for territory separation. For the two nation's economic collaboration, their trade communication develops so quickly that it becomes the most brilliant point in the achievements. For the culture and people communication,"Sino-India Friendly Year"and"Sino-India Touring Friendly Year"movements have made great success ,keeping their relations closer. For bilateral military communication, military top visits are continuous and martial and naval co- have been performed many times, which means special to the two nations'relationship.Part 4 is multi-dimensional analysis to India's policy towards China. Firstly, the paper points out that India's policy towards China are lying on 3 standpoints (domestic aim, Asian area tic aim & international aim) for the purpose of India's"Great Power Strategy"Then it demonstrates the main characteristics of the policies: emphasis on politics and security ,"security dilemma"in it and Sino-Pakistan relations'influence.Thirdly, the paper analyzes the factors affecting India's policy towards China from such aspects as bilateral economic communication, geographic politics, relations among Great Powers and historic problems .Finally, departing from the"confidence deficit"existing in the procedure of making policy towards China, the paper emphasizes that the two nations should take actual actions to consolidate communication and understanding to each other, increase mutual confidence and decrease suspects, which can effectively act as guidance for the making of policy towards China to the positive direction and as protector for the healthy development of Sino-Indian relations.
