While socialist market economy system in China is set up progressively , the morals value norm under planned economic system was cleared up gradually , and the morals value norm in conformity with market economy has not been totally set up yet, whole society is in one morals value norm imperfect state , make people to be very apt to appear disordered moral, and anomie in professional ethics of civil servant will produce serious demonstration effect and danger function to society.For this reason, this text uses the theory frame of the new institutional economics, combining with administration science, political science, ethics , sociology relevant theories, adopting the standardize analytic approach and analytic approach of the real example, analyze to this question from two respects of the formal institution and informal institution respectively.This text analyze anomie in professional ethics of our civil servant at first, then introduced the theory of the new institutional economics, on this basis use it and relevant theories to analyze anomie in professional ethics of civil servant from two respects of the formal institution and informal institution separately. Analyze these various kinds of institutional factor of influence of anomie in moral of our country civil servant professional ethics, is it cause professional ethics anomie in moral to find out, At present the cause of anomie in professional moral of our country civil servant is mainly the institutional defect including formal institution defect and informal institution defect and explore and get the corresponding administration countermeasure from system innovation respect.
