The American scholar Robert D. Behn pointed out that the motivation is one of the three big question in public management, under the current practice of China's public management, under the guidance of the Scientific Outlook on Development of the service-oriented government's building, which needs all the civil servants especially the vast grassroots civil servants work hard at a efficient and responsible way. How to make the civil servants work positively and creatively is not only a controlling problem but also a motivation problem. However, as our country's civil service system is established under the traditional personnel system of the planned economy system, and it was just in 2006 that the civil servant law of the People's Republic of China was officially implemented, it makes our motivation mechanism of grassroots civil servant has many problems, which leads to a bad motivation effect of the grassroots civil servant, and it also can't prompt the grassroots civil servant work hard, therefore, we need urgently to innovate the motivation mechanism of grassroots civil servant to improve their work performances.At present, most studies on motivation mechanism of civil servant haven't distinguished the difference of different levels of civil servant, and the civil servant law of our country also hasn't legislated specially on motivation mechanism of grassroots civil servant. This article has mainly two innovative views:first, it's a study on motivation mechanism which from the special group of grassroots civil servant; second, it regards the motivation system of grassroots civil servant in a certain motivation environment as organic system that consists of motivation concept, motivation system and method, and it also puts forward some innovative suggestions and measures for the elements mentioned above, however, most researchers only have a study on the motivation mechanism of civil servant from the system level.This paper adopts literature analysis and system analysis, and makes use of many theoretical tools such as motivation theory and theory of humanity hypothesis to innovate the motivation mechanism of grassroots civil servant. This paper is based on Max's interest humanity hypothesis, it analyzes the uniqueness and need features of grassroots civil servant, pointing out that the necessity of innovating the motivation system of grassroots civil servant, investigating the present situation of the motivation system of grassroots civil servant, and analyzing the causes of the existing problems, finally, it puts forward some suggestions and measures for the motivation system of grassroots civil servant.
