China's Civil Service To Streamline The Strategic Choice

In recent years,the personnel simplification has been a trend of organizational transformation, and private and public departments are sparing no efforts of simplifying its personnel. As the most authoritative public organization,the simplification of civil servants, therefore, becomes the focus of the public concern. The main viewpoints are as follow.Firstly, the simplification must be combined with its national characteristics. The former government simplification of civil servants,in practice,was carried in economic perspective to pursue the maximized government efficiency, so the economic laws of the market are forced on the government. Such simplification is evolved as the following model: simplification-inflation-resimplifcation reinflation. But the target, actually, is not only to pursue an efficient government, but lower six targets such as bureaucratic organizations (proposed by Wayne Cascio). So the strategy for personnel simplification can't be simply carried out in public and private enterprises, but should be combined with China's special situation which here refers to government mode. The government determines what its function should be.Secondly, the effect of civil servants'simplification, to some extent, depends on that of government simplification, while its success relies on the function of the government's duty. However,the former organization simplification has been persistently simple in form because it has not touched the government power. The more government controls,the more public officials will be produced continuously. In this way what and how the government should govern depend on the success of the simplification of organization and public officials. Because of this, the government model seems important, and whatever the government will be determines its functions directly.Thirdly, this thesis analyses strategies of simplification. Based on government model, relative theories of simplification of civil servants and new public management movement,it discusses a series of strategies which all countries has adopted in streamlining civil servants in government reforms. It takes such government model cases as"small government, great society"which is popular in the western countries,"small and strong government"in Japan and"good government"in Singapore, among which function simplification and institutions simplification are mainly studied. The most possible conclusion is the government model"small government, great society"for civil servants.Fourthly, the thesis discusses the selection of the simplification of civil servants. On the basis of summarizing simplification strategies of foreign civil servants, a new prospective strategy for civil servants is made while lessons are drawn about it around reform and opening. Besides these, the thesis comes to find a strategy which is suitable for China according to the special condition of government mode"small government and large society"and the effective ultimate goal for civil servants.
