The position transfer in basic Civil Service with same rank between different departments is called Horizontal Transfer of Civil Service.It is organized by the DHR and is part of the internal turnover of Civil Service policy.As a policy of Civil Service HR,the Horizontal Transfer has been proved can active the internal potential,improve the efficiency and prevent corruption,and it play a more and more important role in the DHR department. Now the study and the practice of Horizontal Transfer of Civil Service are mainly focused on the County-level cadres,for the Horizontal Transfer of Section-level cadres and basic level Civil Service the study is few and there are some unsolved problems.But it should notice that the Horizontal Transfer of low level Civil Service is an efficiency method with scientific,practicability and maneuverability to improve the Civil Service HR.To build a long-term mechanism for internal turnover of Civil Service which is a necessary stp for Civil Service HR,demands that the government attempt to improve the concept of HR,the designing of policy and the training of the integrated quality of Civil Service steadily in a long term.Based on the elaboration of the Horizontal Transfer of Basic Civil Service,and the analysis of the necessity and feasibility of it,by studying the theoretical basics of legal philosophy as well as the theoretical basics of management,and taking into account the practice of the Horizontal Transfer of Basic Civil Service in HeiFei Anhui and the result of the questionnaire with Horizontal Transfer of Civil Service in some District in Shanghai,this paper attempts to induce and analyses the factors which affect Horizontal Transfer of Basic Civil Service from the four angles of the culture environment of the organize,the organizer,the Basic Civil Service exchanged and the transfer process.And starting from constructing the culture of Horizontal Transfer of Civil Service,enhancing the capability of Civil Service HR,improving the integrated quality of Civil Service and constructing the mechanism of Horizontal Transfer of Civil Service,it purposefully puts forward the effective approach to put the Horizontal Transfer of Basic Civil Service into practice.Finally the paper also makes an elaboration of other three problems.
