With the growing knowledge and changing conditions teachers' fessional knowledge and practical knowledge must be updated in time. School-based training becomes an inevitable choice for promoting teachers' professional development. However, raditional school-based training has single function and needs a lot of people, its contents, methods and means are lack in targeted and effective, and it can not meet the requirements modern education training. With the popularity of the network, people began to consider using the network for school-based training to provide the required knowledge, in a network environment, teachers can learn with practising. Building a Web-based training platform can provide Learning resources and a space for teachers' self-learning; this will definitely facilitate teachers' professional development.The main purpose of this study is to provide a network platform and an effective way for the school-based training. This platform is not only a communication platform, but also can provide rich teaching resources; despite its lack of feeling contacts, the network platform becomes the main way of the school-based training for its convenience and power. This paper builds on theories of school-based training and it takes the literature survey, case investigation, case study and other methods to analyse the current situation of school-based training and the user demand. So this paper ensures its applicability and usefulness by scientific statistical analysis.The characteristic of the entire research is as follow:Defined the concept of training secondary school teachers and school characteristics, and secondary school teachers in this school-based training based on the concept of network platform defines; innovative resources to design and implement a comprehensive rich, multi-functional integration, teacher-based, resource secondary school teachers to share school-based training network platform; the author practice according to software development correlation theories and high efficiency, high secure system development idea.This paper is divided into six chapters:The first chapter is an introduction, which describes the background, current situation, contents,the meaning and the methods of this research; the second chapter is an overview of the theory of school-based training, including related concepts, related to the theoretical support, and characteristics of the platform; The third chapter is the overall school-based training needs analysis and design; The fourth chapter is the design of school-based training network platform, which is mainly based on users' needs to complete platform architecture design and database design; the fifth chapter is functional modules and system testing, which is to introduce the module features and test results about several major modules; the sixth chapter is a summary and outlook, mainly about a summary of this paper and outlook for next research.
