School-based curriculum becomes a new point of education since the implementation of three levels of curriculum management. Schools at all levels also development curriculums which their school needs. School-based curriculum plays a great obvious important role in forming school feature, building school culture, improving teachers'professionalism and ultimately improving the overall students' quality, and in developing students'personality. Now, the development of school-based curriculum in rural schools also has a special meaning:it is a powerful rear wheel to promote curriculum reform in rural areas; it is a new booster to realize quality education; it is a good way to improve teachers'professionalism; it is an important part of balanced development of compulsory education; it is also an important aspect of education innovation in the construction of new countryside, and at the same time, the enabling environment created by the construction of new countryside also can be used for rural school-based curriculum development. School-based curriculum in the city is in full development, but we cannot ignore the reality, what is the situation of school-based curriculum in rural areas?This study selected rural primary and secondary schools in Xincai Country of Henan Province as compulsory subjects, through interviews and questionnaires to principals and teachers in 10 schools, I understand that the situation of rural school-based curriculum is bad, there are some problems as follows:1. the lack of school culture; 2. the lack of duty of education administration, the lack of checks and supervision on the development of school-based curriculum; 3. the absence of curriculum specialists; 4. the problems of teachers; 5. the selection of education resources; 6. the indifference of parents and the community. Taking the special significance produced by the rural school-based curriculum development into account, this study focused on finding the causes of insufficient of rural school-based curriculum development, analyzing the causes and finding ways to solve the problems. Finally, from the aspects of culture building, system respectively and the practice management, this study proposed strategies to improve the development of rural school-based curriculum, including building school culture, teaching culture and community culture; countries supports in policy, administration and finance; strengthen principals leadership on curriculum, the guidance of curriculum specialists; the improvement of teachers' professionalism; wide support of parents, students and community and the change of education evaluation. The ability of rural school-based curriculum development can improved through the implementation of these strategies, and the quality of rural compulsory education can enhanced and thus the pursue of new curriculum reform can be achieved.In this study, two innovative studies points to the significance of the rural school-based curriculum development:one based on the forward-looking study. Focus on rural compulsory education during school-based curriculum development, stand where little research on it. Focus on school-based curriculum in rural compulsory education, in order to focus on the progress of new courses on rural schools, concerns the development of basic education in rural areas, and concerns the progress of quality education in rural areas, concerns the balanced development of compulsory education in China. Second, change ways on the balanced development of compulsory education. Many scholars believe that school-based curriculum development will aggravate the unfairness of education, making the economically development regions of better schools, leaving the rural areas schools a more disadvantageous position. But this study suggests that we should change another point of view, the weakest places are the places that their resources haven't development, and is the location of its potential advantages. Therefore, rural school-based curriculum development can be used as a breakthrough to the development of rural education, in order to improve the quality of education and finally realize the balanced development of education.
