The new curriculum reform of the fundamental education, which has already started in full-scale in order to adapt the development of the society. It has changed the old over-centered curriculum administrative conditions and apply the three-stage administration of the nation, the local, and the school, so as to increase the adaptation of the curriculum to the local, the school, and the student However, in minority poor areas of our country, how can we improve the quality of the school education by tightly holding on the key task of curriculum reform becomes the core one for the very area to push forward the full-scale quality education. And obviously this is also the important aim for the minority country schools to implement their trying practice of school-based curriculum developmentThis dissertation is in fact a conclusion of the cooperation for developing the school-based curriculum between the author and the minority local school teachers. The mode of the action research is applied in my research and by using the method of reservation, interview and material collection. Also, I have cooperated with the local teachers all the while, in order to find some practical ways to 'carry out the school-based curriculum development in rural primary and middle schools of minorities regions.The conclusions drawn by my research are as follows:1. The minority local country schools fully have the conditions and abilities to carry out the development of their school-based curriculum. When I was doing my research, both the local teachers and me analysized the students practically and on the basis of which we tried hard to explored and used the local resources by having the consideration of the demands of the features of the area and the minorities. In fact we used them as one part of our resources, and made our choice among them, and what is more, we presented them in the forms of our curriculum projects.2.The vital condition of the development of the school-based curriculum is the professional growth of the teacher, and whereas, the development itself is the effective way for the teachers' professional growth.3.The development of the school-based curriculum is a dynamic and continuing process, and it is at the same, a process of being increasingly perfect. During which, both the teachers' ideology and developing ability of curriculum, as well as their professional self-consciousness and abilities all will be greatly enforced.4.It is true that the schooling ideology and administrative systems play the roles in developing the school-based curriculum. While the school has the schooling ideology, a democratic and harmonious teaching system and learning environment will be established, which will help create a new air in which everyone will share his responsibility and actively try to gain his success.5.1n some cases, the development of the school-based curriculum also enhances thestudents' development For its flexible learning methods, broad social and practical contents, its feature of facing future, considering the society and the student's individual growth, all can help to cultivate the students* self-exploring learning methods, and eventually improve the students' harmonious and balanced development.
