Private School Teachers Protection

Private education in China emerged from educational system reform and composed an important part of Chinese education. As the main part, teachers play a significant role in private education. However, under the current policies, the teachers'rights and interests in private schools haven't been guaranteed, such as the inequality in status, imperfectness in salary system, unsound governance in social insurance, and inadequacy in training and further education, which led to the instability of teachers and had a negative impact on the healthy development of private education. A case study on the private education teachers of Changsha city in Hunan, analyzes the reasons of shortness on rights and interests protection and put forward some possible solutions.This paper consists of five parts. The first one, a introduction, uses the literature analytic method to introduce the origin, significance, purpose, fundamental thought and main method of the study. The second one, the paper defines three key concepts of private school teachers and their rights and interests, the teachers rights and interests protection. The third one provides an introduction of basic situation on private education and private school teachers in Changsha, and through investigation in some representative private schools in Changsha, analyzes the present situation on the protection of teachers'rights and interests in the private school in Changsha, and reveals many faults in the aspects of the protection of rights and interests on wages, welfare, social insurance, training and further education. The fourth one, analyzing all kinds of reasons causing teachers in private school not to obtain formal, legal rights and interests on the basis of concept and policy and system.the fifth one, put forward five proposals according to these reasons: strengthening teachers'status and influence, setting up the special fund to safeguard the teacher wages, establishing the same insurance system with public school, founding teachers'law enforcement bodies to perfect the management system, guaranteeing teachers'training right and further education right not to be influenced through government's assistance.
