There are some common problems has been existed in the practice of teachers’ teaching evaluation in the universities and colleges in our country for quite a long time. The problems such as the purpose of the evaluation is unclear and confused, the main body of the evaluation is inflexible and single, the content of the evaluation is all in the same key, the process of the evaluation is with half-hearted and without due attention to it, as well as the result of the evaluation is only for reference. All the above-mentioned have influenced the effect of the evaluation and is even contrary to the original intention for improving the teachers’ teaching abilities. As a result, the teachers who have been involved in the evaluation can’t understand and accept the evaluation systems in many universities and colleges. Instead, it has frustrated the activeness in teaching. In our country with the higher education has become rapidly popularized, the teaching quality faces the serious challenge. Therefore, the research in teachers’teaching evaluation in higher education is the foremost part in improving the internal quality assurance in the universities and colleges in our country. This research not only can enrich the teaching evaluation theory, but also has important reference value in the practice of teachers’ teaching evaluation for making the purpose clear, choosing the main body of the evaluation, improving the content of the evaluation and enriching the methods of evaluation.On the basis of related theoretical research, taking Changzhou Institute of Technology as an example, this article focus on the four dimensions which are the purpose of the evaluation, the main body of the evaluation and the evaluation method, to explore the present situation and the problems in the practice of teachers’ teaching evaluation, as well as try to build new model of a ’people-oriented’ evaluation system of the teachers’teaching evaluation in the universities and colleges in China.This’people-oriented’new model contains the following four characteristics:First of all, the purpose of the evaluation is to promote the development of the teacher’s individual professional ability and the higher school education.Secondly, concerning the main body of the evaluation, starting from the evaluation of the internal-oriented, self-evaluation as a leading teacher. Teacher’s self-assessment can help teachers to proactively find the problems and improve them as well as to create a good’evaluation environment’which can let the teachers consciously accept and understand the evaluation findings. In addition, it does not exclude the other roles of the main auxiliary and service playing in teaching evaluation, which reflects the characteristics of the’full participation’.Thirdly, concerning the content of the evaluation, consisting of the teachers, students and educational administrators working together not only reflects the different value of the main body’s demand, but also reflects the characteristics of its personalized evaluation which play an important role in encouraging each teacher to form his own teaching style and stimulating the development of the individual’s potential.Finally, concerning the evaluation method, the authors propose the’audit-style teaching evaluation methods’. This approach examines the effectiveness of the internal subject’s quality assurance system which is jointly established by the teachers, students and administrators. It also promotes the teachers and students actively take part in the effective teaching reform.In short, the new model of ’people-oriented’ for the universities and colleges teachers teaching evaluation reflects the demand of the development of China’s college teachers teaching evaluation, and hopes to provide a useful reference for the teaching evaluation mode conversion. However, this is a conception of a new evaluation model, its scientific and specific operability needs further and in-depth study.
