The universities are the soul in national development, especially the high-leveluniversities play an important role in promoting a country or a region’s progress ofeconomic and social development. Given the important role of high-level universities,our country has issued a series of documents in the1990s to build some high-leveluniversities with the world’s advanced level, and this topic was increasingly seen asan important by the experts and scholars in the field of the national higher educationresearch. But until now, we are sorry to find that the realization of this goal is stillunsatisfactory, because there is no Chinese university has become recognized as theworld high level university.The effectiveness of strategic management has been fully proved in enterprisemanagement, it criticizes the disorderly development, and emphasizes theorganization should first set up scientific and reasonable goals according to theinternal and external environment, and to achieve these goals, possible difficultiesand obstacles in the strategy implementation must be taken seriously, and we couldtake positive and effective measures to overcome them. At the same time, in theprocess of strategic management, it’s very necessary to correct the operationalconducts, sometimes the strategy itself, according to the preset of the operation of thestrategy. Only in this way, the enterprise can achieve the goal of the organization andget developed.The success of strategic management in for-profit organizations sets an goodexample for the those universities which facing the fierce competition as the same.The development of university is a dynamic process, and the strategic managementcan help universities to analyze the external and internal conditions, to utilize theirrelatively limited resources more fully and effectively with the aim of promoting asubject or a particular research filed rapidly, developing the progress of relatedgeneral aspects, and eventually to realize leap-forward development to achieve thegoal setting up the world high-level universities.This study discusses the research background information based on the realistic requirement of social development and economic progress in China, the supportingpolicy of constructing high-level universities and the lack of domestic research onhigh-level university construction. From the perspective of strategic management, thisstudy takes three functions of universities as analysis dimensions, they are teaching,scientific research and social service, and three cases are carefully chosen as samplesto be fully analyzed. By the case analysis of three American high-level universities ofstrategic management, it can be concluded that the strategic management has playedan important role in the process of high-level university construction anddevelopment. And this study accumulates some useful experience in using thestrategic management. And the corresponding suggestions were also put forward inenhancing the construction of Chinese high-level universities.
