| Vocational education is the crucial component of educational system in China and plays an important role in economic and social development. Since the strategy of the revitalization of the old industrial base in Northeast China has been applied, the rapid economic development in Shenyang becomes more obvious. Recently, after Liaoning Coastal Economic Zone development and opening up was promoted as national strategy and Shenyang Economic Zone was approved as National New-type. Industrialization Comprehensive Reform Test Area, secondary vocational education in Shenyang has been confronted with unprecedented opportunities.Using some scientific methods such as documentary research method and comparative study method, this thesis studies the development of secondary vocational education in Shenyang. The content is as follows:At first, an overview of relative theories and the research status at home and abroad is given. The current status of secondary vocational education in China is represented on three levels:national level, provincial level, and city level. And the research achievement of secondary vocational education in some countries, for example, U.S.A, Russia, and Japan, is described.Secondly, the macroeconomic environment for the development of secondary vocational education in Shenyang is discussed in detail, including policy, economic, social&cultural, and technological environment. Then the total size, structure, school conditions, the income and expenditure of the funding for education, and teaching state of secondary vocational education in Shenyang are analyzed.Thirdly, the strength, weakness, opportunity and challenges are discussed by SWOT analysis method. Fourthly, Based on above all, a new developing strategy is presented for secondary vocational education in Shenyang, and this essay gives the implementing measures of the strategies.
