For the purpose of promoting the balance of educational resources between urban and rural area,various regional governments in China have been launching and implementing policies on general teachers in rural primary schools for approximately ten years.These policies not only are of vital importance to solve problems on building rural teacher teams,attract and stabilize talented teachers to educate in rural areas,but also help to enhance the integral level of countryside teachers.What is the current status of the implementation of the Policy?What are the obstacles during the implementation process?Furthermore,why are these obstacles occurred?How to solve these problems has vital practical significance of our academic circles and the whole society.Accordingly,by using both qualitative interview data and quantitative data materials,this paper analyzes the survey data of 465 rural primary school teachers,X county and H county rural primary schools in the provincial school of Jiangxi Province in order to expound the above-mentioned questions and puts forward pertinent suggestions.The method,theory and accomplishment of the former researcher in the field,together with theoretical basis of the equalization of basic public services and of public policies are applied to this paper.This thesis believes that policy on general teachers in rural primary schools is significant that has great influence on Chinese people's livelihood.It plays an important role to enhance the quality of teaching in primary schools,to narrow the gap of levels of teaching staff between rural and urban areas,to propel the development of urban-rural teacher education integration and etc.The paper also considers that the implementing of the policy could achieve remarkable results.Specifically,it helps to supplement a good many rural teachers,to optimize the structure of rural teacher teams,to improve the mechanism of rural teachers' replenishment,to innovate the cultivating model of normal students and to facilitate the formation of tuition-free normal students.Meanwhile,the paper argues that the low cognition degree of the policies,the imperfect "tuition-fee"system,normal students are applied with motivation of the inclination to utilitarianism and lack of teaching aspiration,the faulty liquidated-damages mechanism are the main obstacles which occur during the process of implementing the policies.The main causes of these obstacles are considered as the scarcity of propaganda strength and the weak implementation capability by the policy objects,the low acceptance level by the policy subjects and the suboptimal public policy environment.Therefore,in order to adjust and improve the policy,the paper suggests standardizing the implementation capability of the objects,offering platforms for policy objects' individual career development,strengthening teachers'ethics education and optimizing the environment of public policies,especially to raise rural teachers' economic treatment and social status.
