With the development of the basic education curriculum reform, development and utilization of curriculum resources are gradually attracted widespread attention in the community. History curriculum resources development and utilization of history curriculum for achieving objectives, improve history teaching levels, and promote overall development of students have an extremely important role. Human Resources course curriculum resources as many of the most critical first resource, but in the history of education and teaching activities were ignored by schools and history teachers. Human curriculum resources, including teachers, students, families and community aspects, these courses neglected need resources development and utilization. This article discusses the following aspects of history teaching curriculum development and utilization of human resources. The first section provides an overview of the concepts and theories of human resource programs, characteristics and classification of related concepts including curriculum resources, the theoretical basis of the human resources and curriculum resources. The second part of the study of the major human within the school curriculum resources for teachers and students, history teachers from the curriculum as the importance of human resources, the current status of middle school history teacher quality and cause analysis, development and utilization of historic ways and means of teacher resources, Exploitation and Utilization history teacher resources need to pay attention to explore four aspects of how to develop and use teacher resources; attention to student curriculum resource development and utilization, contains the student’s curriculum is the basis of human resources, student resources development as a history curriculum content, student the contents of the three-part curriculum resources and other development approach. The third part separately from the family and community as the importance of human resources development and utilization of curriculum, to explore the development and utilization of family and community aspects of school curriculum resources, methodological approach and precautions. The fourth part is based on the macro level, a comprehensive analysis of the principles and conditions for the development and utilization of human resources programs. In this paper, the results of previous studies, analysis system and strive to explore the development and utilization of human resources courses in the teaching of history in order to better develop and use a variety of history curriculum resources, to protect the realization of the goal of history teaching, improve the quality of history teaching, and promote the healthy development of the students’ overall modest contribution.
