In human social life, language plays an important role which cannot be ignored, and its function mainly reflects in the social life and individual thinking. Language can be used to transfer information and communicate with others in the social life. At the same time, the development of thinking ability is closely connected with the development of language ability. The syllabus of Chinese teaching in middle school points out that language competence may have meaningful implications for learning other subjects, future work and continuing to work. However, today, when countries around the world are laying great emphasis on training and evaluating language ability, we still have a long way to go to evaluate language ability for middle school students. In addition, the existing evaluation of language competence are mostly based on the traditional paper-based media. Under the conditions of modern information technology, the changes of language expression, language content and language structure have not been included as a branch of language ability, which is obviously inconsistent with the new requirements that the information age puts forward for the learners’ language ability. Therefore, this study selected the research of evaluation of middle school students’ language competence under information environment.By using a verity of research method of literature analysis, questionnaire, interview and many statistical methods, this study developed Middle School Students’ Language Ability under the IT Environment Evaluation Questionnaire. And through investigating part of middle school students in Nanjing, the study revised and improved the questionnaire. Then it validated its good reliability, distinction and applicability. First of all, on the basis of a large number of literature investigation about the connotation meaning and structure of language competence, combined with a connotation extension of language competence under information environment, language competency scale was initially built up. Then, the connotation meaning and structure of the scale was continuously revised perfect by expert consultation and student interview. The scale was divided into eight parts, which are basic language knowledge, listening comprehension ability, reading comprehension ability, visual literacy ability, oral expression ability, writing ability, visual processing ability, language emotion and accomplishment, a total of 37. Finally, the questionnaire got by scale was done twice in order to testify its applicability. Through some statistical analysis methods, such as two exploratory factor analysis and confirmatory factor analysis, reliability analysis, project analysis, the questionnaire was adjusted. And the analysis results show that the questionnaire meets the relevant measurement demands and is applicable to the evaluation of middle school students’ language ability under information environment.
