| As socialism with Chinese characteristics enters a new era,the main contradiction of our society has been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development.Extending to the field of education is the actual demand of students and parents for high-quality educational resources under the current background,as well as the imbalance of educational resources in the actual development process.Measuring the development of urban and rural compulsory education is an important indicator to further ensure its fairness.The imbalance of resources has aroused widespread concern and controversy.There is indeed the problem of compulsory education resources imbalance between urban and rural areas.This paper takes this as a breakthrough point,makes an objective analysis of the problems existing in this process,and puts forward relevant improvement suggestions,so as to better improve the problem of urban and rural compulsory education imbalance,and then realize the real education equity.This paper takes Beidaihe New District as the research object,takes the actual development and imbalance of compulsory education as the research content,defines the specific core concepts,and introduces the theoretical perspectives of public goods,human capital,education equity,public policy and public policy value.On this basis,combining theory with practice,through the application of literature research,on-the-spot interview and questionnaire survey and other research methods,this paper studies the development of compulsory education in this area,and finds out the problems existing in this process,which are mainly manifested in the imbalance of government investment,the poor conditions of rural schools,the imbalance of teachers,the unscientific teacher training,the problem of students source,the imbalance of teachers training,the imbalance of teachers training,the imbalance of teachers training,the imbalance of students’ resources,the imbalance of students’ resources,the imbalance of Social problems and so on.The paper further analyzes the causes of the problems from the following aspects: the division of new areas,the deviation of government resource allocation policies,the formality of teacher training,the imperfection of supervision and management system,the failure of home school cooperation,and the confusion of social guidance.Finally,the paper puts forward the Optimization Countermeasures for the balanced development of urban and rural compulsory education in Beidaihe New Area,that is,strengthening the government’s leadership,optimizing the allocation of resources,strengthening the training exchange,protecting the vulnerable groups,and improving the supervision mechanism. |
