This article is based on national industrial structural adjustment. According to the situation of requirement for skilled talents, higher vocational education as an important part of higher education, pay close attention to various aspects and support. National policy develops the vocational education in our country, it makes new demands on the teaching quality of higher vocational education and the level of cultivating talent. In higher vocational colleges, how to carry out teaching in mathematics teaching activities effectively and how to train students’mathematics literacy has become the problem needed to be solve.This article embarks from the students’learning and teachers of mathematics teaching. Students of higher vocational colleges in Shijiazhuang, adopting sampling survey research methods. Conclusions are drawn as follows:students’mathematical skills is poor, the lack of learning habits, study mathematic passively, the great differences between individual students, poor learning outcomes in class, teaching structure is still unbalanced, teaching method is single, and evaluation lag.Based on the study of mathematics curriculum reform at home and abroad, in accordance with the higher vocational education teaching objectives, the author puts forward relevant reform strategy using mathematics related teaching theory of constructivism theory, and Bloom’s theory of educational ideas. In the teaching mode, it adopts Layered Teaching and Modular Teaching. On the base of teaching practice, it combines structure with professional services. In the teaching methods, Classroom teaching should be optimized, teaching gives the artistry, introducing the history of mathematics, mathematics activities, teaching application. Let students enjoy mathematics learning process. In addition, in math teachers construction, understanding of education abroad new dynamic, Exchanging with professional teachers, use varies teaching methods such as multi-media, strengthening the teaching research, carrying out Teachers’ Training and optimizing teaching staff.
