Vocational college is a key component of high education and serves to educate great talents for a broad range of fields including industrial production, construction, service, and management. The 17th Chinese Communist Party National Congress made a series of statements around education, one of which emphasized the importance of keeping developing and improving the education quality of vocational colleges. One key factor to support the development of vocational colleges is to optimize the usage of funding to maximize its impact. In order to achieve that, it is critical to maintain a group of skilled and highly efficient professionals to support the finance and accounting departments. Currently most vocational colleges are facing the challenges of lacking qualified financial professionals to optimize the usage and structure of their funding. Building a more efficient finance and accounting team has become one of the most important goals for most vocational colleges.In view of this, this paper predecessors, especially on performance appraisal on teachers, financial officers and other aspects of performance appraisal made on the basis of a large number of research results, combined with the relevant performance appraisal theory, the use of management by objectives, the key performance indicators, especially the AHP methods, methods, and tools related technologies, targeted to design a financial officer for the Institute of Yunnan WHYS performance appraisal system. Firstlyfrom the Institute of Yunnan WHYS basic as well as its financial staff performance appraisal status quo, through the Yunnan Institute of Finance WHYS staff characteristics and analysis of the status of existing assessment to identify their financial staff performance appraisal process problems and deficiencies and then build financial staff performance appraisal system purpose of starting, first analyzes the financial staff performance appraisal index system of ideas, principles, designed the index evaluation system weight, based on this design Yunnan WHYS college performance appraisal, explicit the specific implementation of the performance appraisal process, and carried out a case study, a detailed analysis of building Yunnan Institute of Finance WHYS staff performance appraisal system. Finally, the article also safeguards the performance appraisal system was analyzed, aimed at improving the Yunnan Institute of Finance WHYS staff performance appraisal system, realization of China’s vocational colleges finance staff performance appraisal, and promote the further development of higher education.
