The report of the eighteenth national congress of the CPC stressed: "efforts to run the people’s satisfaction of education". Carrying out the implementation of the party’s eighteenth national representative spirit, we must intensify efforts in the field of education equalization, especially the compulsory education stage. To promote the balanced development of compulsory education is a concrete embodiment of implementing the "Three Represents" important thought and the scientific concept of development, is the important link of the close of the party and the government and the people as close as flesh and blood contact, is to promote building a well-off society in an all-round way and the basic work of the construction of socialist harmonious society. Currently in promoting the balanced development of compulsory education has made some achievements, but we must know up to now in promoting the balanced development of compulsory education still exist many problems, mainly for the development of regional, urban and rural areas, schools and so on uneven.This study takes action research as the main research methods, relying on intercollegiate cooperation, research to promote the balanced development of compulsory education in the concrete actions and measures, through the analysis of the present situation of the development of compulsory education in the two schools, combing the two schools in the compulsory education advantages and existing problems, formulate the explore action strategy, from the perspective of a case study to carry out action research in the practice of the intercollegiate cooperation promote the balanced development of compulsory education action plan and specific implementation plan, determine the activities of management mechanism, promotion mechanism, the safeguard mechanism. Through the three cycles of action, from which summed up the effective ways and means, in order to promote the balanced development of compulsory education given in terms of specific initiatives in, for the balanced development of compulsory education in the inter school find out a method to solve.
