“Chinese Compulsory Education Morality and Life Curriculum Standards”, and “Chinese Compulsory Education Morality and Society Curriculum Standards ”implemented in2012.Primary school moral education curriculum play an important role in promoting students’ moral. However, with the speeding up of the process of social transformation and education reform, there are many new problems about the primary school moral education curriculum standard need to be solved in our country.The article is based on the comparison of current primary school moral curriculum standards of both Chinese and English,using the method of text analysis, comparative analysis, literature analysis. The author widely used English literature,domestic literature and made a systematic comparison. The article focus on the similarities and differences between them, dialectical analysis of both the reasonable and deficiency. Aims at revising and improving the primary school moral education curriculum standards in our country from out-land reference.Through the relevant research, there are many similarities and differences in the moral education curriculum standards between China and England. For the part of curriculum goals,the two countries pay attention to the cultivation of students’ living ability and correct emotional attitude and values goal.The differences in curriculum goal: presentation, stage division, political color. For the part of the course content, the two countries pay attention to the healthy lifestyle and the cultivation of basic social norms in content selection, spiral ascent in content organization and relatively clear and open in content present.Different points in the course content are as follow. In the choice of curriculum content, the England is more realistic and comprehensive than China. In the organization and design of the course content are different. In the presentation of the content, the flexibility of China is weaker than that of the UK. Therefore,this study also gives some referent suggestions about improving Chinese primary school moral curriculum standards, mainly include the design of primary school moral curriculum standards should be based on the real life; the curriculum goal and content should highlight the core values;the curriculum standards should continue to adhere to the principle and standard education; the curriculum standards should be designed to reflect the flexibility and the spirit of the times; the curriculum standard design should with openness and international.
