As compulsory education becomes universal,"ensuring inclusive,equity and high-quality education and promoting lifelong learning opportunities for all" is a new goal of education reform.Education form,teaching mode,teaching content and learning methods have been changed,showing the characteristics of multi-party cooperation and extensive participation.Compulsory education in China has achieved universal popularization,and education reform has made great progress.But the education level gap between urban and rural,regions and schools.Education quality is increasingly prominent,the problem of insufficient supply of high quality education resources,unreasonable structure layout,resource allocation is not balanced,which has become the "school choice fever" and other social problems caused by the development of education deep-seated reasons."To promote the balanced development of compulsory education,increase the reform of education supply side,to ensure that all school-age children receive fair and quality education" is an important strategic task of compulsory education at this stage.All over the country are also actively exploring and innovating the practice of educational reform," Regional System of School Management" is one of the important educational reform measures.Taking the implementation background,policy basis and development status of "Regional System of School Management" as the breakthrough point,this study takes the integration and utilization of English curriculum resources in the first three pilot schools of the alliance established under the system in Hantai District of Hanzhong City as the research object.Through the questionnaire survey and interviews of these schools' administrators,teachers,students and parents in a specific range,this paper studies the current allocation of English curriculum resources in primary schools and finds that there are four main problems: superficial understanding of theory,structural imbalance of allocation,lack of scientific management and insufficient effectiveness of implementation.In view of the above problems,on the basis of document analysis and logical induction,this paper analyzes the causes of the problems and discusses the contribution of "Regional System of School Management" in promoting the integration of compulsory education curriculum resources.Thus,it is concluded that the strategies on Equilibrium Allocation of Compulsory Education Resources are to establish a correct concept of educational resources,follow the scientific principles of educational resources allocation,formulate a reasonable educational resources management system and implement effective measures for the integration of educational resources.
