It has made up the proposal to generalize the education of information technology and accelerate the integration of the Information Technology and the Course Instruction in primary and middle schools by China national government. However, the integration of Information Technology and Course Instruction is a comparatively new concept and domain for teachers and education researchers and is easily confused with the CAI (Computer Aided Instruction). This paper intends to make a general classification of the concept of integration of Information Technology and Course Instruction, to clarify the connotation of the integration of Information Technology and Course Instruction by analyzing it, and make a foundation of the teachers' role locating of it.As to the present condition of the integration of Information Technology and Course Instruction of the fundamental education in China, it is still in a quite low level, while the application of Information Technology abroad proceeds far more ahead. The reason for this is that we have not fully recognized the teacher is the key factor of it and the implementation of teachers' performance of it. Thus provides the support of the teachers' role locating in it.The raising of the social information tendency and the level of Information Technology provides teachers more opportunities and challenges than ever before and a new teaching environment of the integration of Information Technology and Course Instruction for both teachers and students. Under such situation, the teachers should grasp the opportunity and meet the challenge, have intensification of tension and modify the self-role to meet the requirement of the development of the social information.The teaching environment, constructed with information technology and curriculum integration, demands the teachers to change their traditional role of instructor and become the organizer and guider of study, the designer and developer of curriculum, the researcher and fulfiller of education, the learner and user of new knowledge, and the trainer and assessor of the students. Only when they play those roles well, can they show their teaching standard and influence in the environment of Information Technology and Course Instruction. On the other hand, teachers should set up their corresponding ability structure to adapt to these new roles, such as the ability of teaching design, the ability of teaching practice, the ability of teaching research, the ability of supervising, the ability of information quality and life-long study.Teachers' role in the integration of Information Technology and Course Instruction calls for the teachers' corresponding abilities to support them, while the training of teachers' ability calls for a well-structured training system to guarantee it. We should find the problems in our former training work by learning about the teachers' training situations abroad, so as to improve our present training system.
