With the organizational reform in colleges and universities under way, the personnel system in colleges and universities has become an ever-increasingly critical bottleneck that is preventing further development, therefore, a breakthrough or a thorough reform in this aspect is urgent. At present, the three systems (the staff member system of management personnel, the appointment system of teachers and auxiliary teaching staff members and the labor contract system) being tried in some colleges and universities have in some way activated the personnel system and properly allocated the personnel resources. But on the whole, the three systems have just established a macro-reform framework, and the specific operating models should be improved in accordance with the given situations in different institutes of higher education. Consequently it is especially important to create a new model of personnel management system.First of all, the thesis analyzes the situations of college-and-university reforms at home and abroad, stating the urgency of personnel management system in colleges and universities. Then, based on the situation of Weifang College, the thesis presents the basic concept of the new model which includes the following aspects: the set-up of organizations, manning quotas and allocation, work load, incentive system, personnel allocation, the improvement of the teaching staff, etc.. The originality of the new model lies in the seven aspects, such as the construction of macro personnel exchange system, the operating mode of the organizations in colleges and universities, personnel allocation giving model staff members top priority. The other colleges and universities can learn from them. At last, the thesis analyzes the advantages of the new model from seven aspects, for example, Chinese characteristics, change of attitudes about employment, lowering the cost of running schools, manpower resource sharing, to name just a few. At the same time, it is concluded that the new model is practical and plausible.
