The human society is facing challenge and opportunities in the new century. Accordingly, higher education with the function of science research and social service take a great important role in the development of economy and society. This paper studied on the unit of university---the teaching grass-roots organization. In China, the teaching grass-roots organization is teaching and research section. It was established at the moment of 1949 when The people' s republic of China was founded. But at the end of the fiftieth, researchers began to study and reform constantly at once they realized there were institutional structure imperfections. After the reform and opening up to the world, with the development and reform of science and education, people realized again that the teaching and research section could not meet the demand of variety advanced university. Under this environment, it is urgent for us to form a energetic teaching and research section which has its own characteristic and can adopt to the development demand in the new situation. On the basic of these, this paper tried to analyze the reform and try to establish some kind of reasonable teaching and research organization.This paper studied the teaching grass-roots organization through the methods of historical, comparative analysis, and the methods of combination of theory with investigation.The major contents can be divided into five parts as follows:The first part of this paper described the development and reformation process of Chinese teaching grass-roots organization since The People' s republic of China was founded.The second part analyzed the property and limitation of the current teaching grass-roots organization.The third part described some universities of China having been studied on the teaching grass-roots organization since 1985 which have established some kinds of new teaching grass-roots organization.The forth part analysis on the history of formation, development and reform of the teaching grass-roots organization in foreign countries.The fifth part is conclusion. In this part the author analyze the reform and try to establish some kind of reasonable teaching and research organization.
